Those flags you see waived at races are can belong to political extremists wanting free publicity for their cause: the creation of a Flemish nation instead of the union between Dutch and French speakers that makes up Belgium today.
Now some countries have peaceful movements for this sort of thing, for example the Scottish National Party or Catalans both want more devolution and separation.
But like the "Lega Nord" from Italy and their Padania flags, those waving the Flemish flags are thuggish and populist, with some "skinhead" support. Just because we see something at a bike race doesn't always make it cool.
